Pump is still working, so Pre-Filter must be working

I put in filtered water. I clean the fountain every 4 weeks, and reuse the same filter. The filter is dirty/slimy, and I clean it w/water - will try with vinegar next time. On the second cleaning, I replace the filter. The pump is still going strong since the filter captures the cat hair that falls in the water.
